: Notwithstanding anything else written in this Act, if a crisis occurs or appears likely to occur in the production or distribution of any goods or services throughout the State of Nepal or in any specific area of ​​the State of Nepal, or considering the situation of supply and distribution of any goods or services, the Government of Nepal After publishing a notice in the Nepal Gazette, it may issue necessary orders so that nothing written in paragraph-2 shall not apply to the period and area specified in the same notice. However, before this Act comes into effect, the supply and distribution arrangements and orders made by the Government of Nepal shall be deemed to be in accordance with this Act.
